9903.82.14 carries the same plus 50 percent as 9903.82.02, and 9903.82.02 names it as an exclusion, so the two are mutually exclusive at an identical rate. The heading exists because the Russian treatment is set by its own authority and can move independently: a later proclamation adjusting the general aluminum, steel and copper rates does not automatically move this line, and the reverse holds too. That is why the entry has to be filed on the correct heading even when the arithmetic is the same today.
What this heading does not reach
Russian aluminum articles, and derivative aluminum articles containing primary aluminum smelted or cast in Russia, are not here. They go to 9903.85.67 and 9903.85.68 under the terms of note 19(a)(vii), which carry the applicable subheading's duty plus 200 percent in Revision 15. Those two headings sit outside the 9903.82 range, so a review scoped to the Section 232 metals headings alone will miss a 150-point difference.

No — and this is the expensive mistake in the range. Aluminum articles of Russia, and derivative aluminum articles containing primary aluminum smelted or cast in Russia, are reported under 9903.85.67 and 9903.85.68 under the terms of note 19(a)(vii), which carry the applicable subheading's duty plus 200 percent in Revision 15. 9903.82.14 reaches articles of steel or copper and derivative steel only.
