The origin-specific heading exists so the Russian rate can be adjusted independently, not because it is currently higher. Russian aluminum is the exception, at plus 200 percent under 9903.85.67 and 9903.85.68.
Which Chapter 99 heading covers Russian derivative steel under note 16(c)(x)?
9903.82.17, at the applicable subheading's duty plus 25 percent. 9903.82.16 stops at subdivisions (c)(vii)–(viii) and (xi), so a derivative steel article provided for in (c)(x) is reported on the separate line instead. 9903.82.07, .08, .10, .11 and .12 all name 9903.82.17 as an exclusion for the same reason.
